UserControlService Method of the Win32_Service Class always return

Hi WMI experts,

I am facing the problem as described on topic. Google told me other people
had the same problem before but never saw a solution. Hope there is some tips
you can share. I am using VBScript, tried ExecMethod and
.UserControlService(128), but neither of them is sucessful.

The return value is always 21, no matter what kind of value is used (0, 4,
128, 255), etc.
